POSITION SUMMARY: The Director of Total Rewards is responsible for leading all aspects of the college’s compensation, benefits, retirement and HRIS programs. This includes managing the design, implementation, administration, communication and ongoing evaluation of compensation and benefits programs (i.e. Total Rewards) and the HRIS systems that enable these programs. Responsible for development and administration of the Collegewide benefit program including employee health benefits and leave programs; overseeing the administration and maintenance of the College’s retirement plans. The role is responsible for developing, implementing, and maintaining a compensation strategy utilizing sound compensation philosophy by establishing a process for evaluating job functions and associated compensation using market analysis and benchmarking. This position is an important part of the HR team and ensures Total Rewards programs support STLCC’s priority to be a “best place to work”.

PRIMARY DUTIES PERFORMED: • Design and implement Total Reward strategies for St. Louis Community College. • Collaborate with administrative and academic leaders to design and implement competitive compensation and well-being programs that meet the needs of the college. • Oversee the administration of health, welfare and compensation programs, policies, and administrative procedures that are market competitive, cost effective and legally compliant. Helps direct compensation surveys, research market competitive practices, conduct related analysis, and recommend new programs or enhancements based on cost/benefit analysis and benchmarking. • Direct the organization's overall job architecture (leveling, structure) by working closely with college leaders and advising of best practices. • Oversee and manage the daily administration of all faculty and staff benefits programs, including but not limited to health and welfare plans, retirement plans. • Develop and manage effective working relationships with benefit and wellness program vendors and benefit advisory committee to support effective governance and administration, maintain compliance with all benefits legislation, implement new processes and procedures. Manage the annual regulatory filing process. • Define and deliver highly effective benefit program communication, including benefits open enrollment, program launches, benefit orientation, intranet content and distribution of required notices. • Collaborate with broader HR team and legal to develop, administer, interpret and maintains polices, programs and procedures in accordance with state and federal regulations; research, develop and recommend employment policies, assures adherence to policies and procedures pertaining to human resources management. • Oversee the development, implementation and effectiveness of automated processes related to Total Rewards. • Lead, direct and develop a team of compensation, benefit, retirement and HRIS professionals ensuring optimum performance and support of Strategic Plan Initiatives. Effectively utilizes the College performance evaluation system. • Ensure there is cross training of employees in the Total Rewards team. • Participate in all required and relevant college training and development opportunities.

KNOWLEDGE, SKILLS AND ABILITIES: • Exceptional interpersonal and relationship-building abilities at all levels of the organization, including at the most senior levels and in a diverse community. • Proven time management and decision-making skills, with expert analytical and organizational skills to manage multiple projects simultaneously with competing timelines effectively and the ability to identify and respond to needs/issues quickly. • Extensive knowledge of ERISA, FMLA, ADA, DOL, FLSA, Workers’ Compensation, OSHA, COBRA, ACA, USERRA, Title IV, Title IX, paid leave, relevant federal and state rules and regulations as it relates to benefits and compensation. • Experience operating in a unionized environment. • Knowledge of compensation best practices and experience implementing systems within an organization. • Knowledge of employee benefits and experience administering and overseeing company GENERAL DESCRIPTION OF DUTIES Page 3 of 3 Issued: 02/2023 0202/332020 Pursuant to Americans with Disabilities Act (ADA) Requirements benefits programs. • Understanding of HRIS and payroll systems and procedures including relevant state and federal laws and regulations.
