Warren County R-III School District Administrator Named Business Official of the Year

The Business Official of the Year honors MoASBO Active members whose work demonstrates personal excellence in service to their school district, community and profession. Shelley Kinder is the director of finance for Warren County R-III School district. She has been fortunate to serve in both small Shelley  and large districts during her 30 years in education.

Shelley currently maintains a 39-million-dollar budget and believes it’s important to maintain financial transparency and encourages open communication, which is reflected in her budget processes. She implemented a budget process that has been quite different for the Warren County School District. There is a budget team consisting of technology, curriculum, human resources, buildings and grounds, and finance. This group meets with each principal/director. With having this team together, everyone hears the same message from the principal/director. Each principal has a checklist for building walk-throughs for maintenance needs.  Shelley created a google doc that is shared with all. It is divided out by building. On this doc all needs and wishes are listed for the budget team to review, prior to the budget meetings. Each item is reviewed during this meeting. Input/suggestions are provided by all. Final determination is made by cabinet for budget recommendation.

Shelley, who is one of Missouri’s SFOs, has received multiple awards for her work through the years, including the:

•           ASBOI Meritorious Budget Award (MBA)

•           GFOA Excellence in Budgeting

•           ASBOI Certificate of Excellence for Financial Reporting (COE)

In addition to the award, a graduating senior from her school district will receive a $1,000 college scholarship.
